SYNOPSIS : This film follows Richard Mendez, an Orange County veteran detective with an impulsive streak, and David Alonso, an offbeat up-and-comer, who must track down an elusive serial killer known as “The Tape Man”, who murders their victims through suffocation by duct tape. After the murder of an older mother, the two detectives in their investigation uncover a newspaper article underneath the victim’s body. They come to realize that the mother had been indicted on child endangerment charges but was given only probation by a local judge, Judge William Harlow. This launches the detectives into investigating the killer’s modus operandi as they start to uncover a sinister connection with all of The Tape Man’s victims. As they continue to make discoveries, the two detectives will go down a path that will put them at odds not only with their killer but with their own Sergeant, who is pressured by the department’s lack of funding and his own personal connection with the Judge.
